FINA Sets The Date For Bodysuit Ban: Jan 1, 2010

An Associated Press news update, found via SCAQ Blog, reported that FINA has set a firm date for the effective ban of bodysuits. As of January 1, 2010, males will be limited to briefs or jammers; and females will be limited to traditional one-pieces or non-compression short johns.

By setting a specific date for the ban, it appears FINA has removed the threat of a Michael Phelps boycott – however, it doesn’t appear as if FINA mentioned the threat made by Phelps’ coach, Bob Bowman, specifically.

“FINA plans to issue new suit guidelines to manufacturers by Sept. 30, and thought about delaying implementation for a few months to give the companies enough time to produce new suits” (Associated Press).

The Associated Press is getting their information from “a person familiar with the situation,” and an official FINA press release has yet to be seen regarding this updated timeline.

My Take On FINA’s Latest Press Release

fina rules and jan-anders manson

You can scroll down to the previous post, or click here to read the FINA Press Release from 7.28.09. In this post, I’ll read through the release and make interesting comments on along the way. Won’t you join me?

Making the latest suit rules By-Laws Rules: At the very top of the press release, FINA states that the rules that were agreed upon by the FINA Congress on July 24th have been made By-Laws. This basically means that they have the freedom to tweak the wording or controls as needed to keep up with the technology. This flexibility is a good thing for FINA, but contributes to the overall uncertainty in the interpretation of the rules.

Material – The latest update in the material specifications limits manufacturers to the use of “textiles.” Once again we will have to wait for a clear definition of what a textile is, just like we had to wait for a definition of air-trapping, permeability, and buoyancy. Once again the burden is placed on Professor Jan-Anders M

The FINA Bureau Decisions On Swimsuits 7.28.09 Press Release

fina press release

Tuesday, July 28th FINA.org Press Release in its entirety:

On its first meeting held today in Rome (ITA), the 2009-2013 FINA Bureau fully complied with the decision of the FINA Congress, held on July 24, 2009 related with the procedure concerning swimwear approval. As it was also decided by the Congress, these rules are now By-Laws rules, which allow the Bureau to further control, update and correct any deviation to the process or to proceed with any necessary adjustment related to the development of the swimsuit technology.

Bob Bowman Pulls Michael Phelps In Opposition To Speedsuits

From the article Bob Bowman Pulls Michael Phelps From International Competition on Swimming World Magazine, I learned about Bob Bowman’s comments in a recent Associated Press release. Frustrated with talk of delaying the FINA bodysuit ban, Bowman has threatened to pull Michael Phelps out of international competition until the new FINA bodysuit rules take effect.

Pictured: Michael Phelps and his coach Bob Bowman speak to the media during an earlier, unrelated press conference (source).

After being beaten out by the usual suspects (the17thman, SCAQ Blog) I thought I’d give my two cents, or bring anyone up to speed who hasn’t read the original article yet. In the Associated Press article, Bowman issues some choice words that practically beg to be taken out of context or used as a sound byte. For example:

“…they [FINA] better do something or they’re going to lose their guy who fills these seats.” – Bowman

“Bob chooses where I swim. He chooses the meets I’m going to swim in. He chooses what’s right for me and what’s right for my training” – Phelps

I think overall, Bowman is giving a pretty empty threat to demonstrate how frustrated he is with FINA. Even from the cut-and-paste quotes in the article, you notice some key words that imply Bowman’s hesitation or lack of authority in following through with the threat. Bob Bowman says that his recommendation would be that Phelps not swim internationally, and that he might still swim locally, and backs off with a “but who knows” (source).

I agree with Tony from SCAQ Blog, that Bowman does come off majorly arrogant. Based on his statements, it sounds like he intends to use Phelps’ celebrity as collateral to get what he wants, which doesn’t sound like a good representation of USA Swimming to me. He has every right to be frustrated, and to speak about how he feels – but dangling Michael Phelps in front of FINA and threatening to keep the star tucked away in his pocket seems pretty pompous.

New FINA Bodysuit Ban Could Be Delayed Until May

fina ruling pushed back

The Associated Press (via Universal Sports) confirmed the reports that FINA will ban high-tech bodysuits in 2010. FINA executive director, Cornel Marculescu, told the Associated Press that the FINA general congress has confirmed and reconfirmed the decision. At this point, there are still a few things that need to be resolved. How do you define a textile? And, what is the timeline for enforcing the new rule?

I think it’s very strange that an organization can pass a rule, and confirm the rule, and still not be sure when the rule officially takes effect. The FINA congress certainly seems to be in agreement that the rule should and will exist at some point in the future, but what guidance can that provide at this point? All we know is that the rule will be applied in 2010.

In the article, Marculescu even suggests that the rule might not be in effect until April or May of 2010, and that the timing “depends on the time manufacturers need to pass from polyurethane to textiles” (source).
